The reward amount is the discount amount that will be offered to the Member and paid by the Merchant (e.g. 9%), while the fee is the amount the Merchant will be required pay to the Program Operator on top of the reward amount (e.g. 1%). The sum of the reward and fee amount (e.g. 9% + 1% = 10%) is the total amount that the Merchant will be required to pay.
If the Merchant has established that they only want to offer a certain amount during the life of an Offer, then this will need to be split between the reward and fee to ensure the sum of these does not exceed the established amount.
